Process Safety Implementation

REDD’s original scope was to perform a process safety compliance audit at our client’s oil refinery, which was performed by two experienced engineers. While on site, they reviewed available information, interviewed operations, safety and maintenance personnel, and made observations. While on site, REDD discovered that most of the Process Safety Information was either out of date or nonexistent. Also lacking was a strong safety culture and a robust approach to most elements of Process Safety.

Based on their findings, REDD was asked to focus efforts in developing and implementing a more robust Process Safety program for the entire facility. This included gathering and generating missing documentation and transferring it all to REDD’s proprietary document storage and retrieval system. New items generated included mechanical & piping integrity documentation, new as-built P&ID’s and PFD’s for all process units, instrument, line and equipment lists, numerous forms and procedures, and an emergency response plan. A robust MI program was implemented by REDD and included training of operations and maintenance personnel to execute and sustain the program.

To support long-term sustainability of the overall Process Safety program, REDD held a two-day training seminar with refinery management in order to review basic concepts and establish an implementation plan. This allowed stakeholder input to be considered, helped promote a sense of ownership of the grogram by plant personnel, and was instrumental in the shift in safety culture experienced at the facility.
